We explain the scheme in plain language. Applications are handled only on the official PHEC portal linked below. We never collect CNICs, documents, payments, or application credentials.
University fees in Pakistan have quietly become brutal — a single semester at a decent university can cost more than many families earn in months. The Honhaar Scholarship Program is Punjab’s answer: 100% tuition fee coverage for deserving students, targeting around 30,000 students a year. If you’re studying in Punjab and money is the thing standing between you and your degree, read this carefully.
What you actually get
- Full tuition fee coverage — the government pays your university/college tuition directly.
- Open to students across recognized public and selected private institutions in Punjab.
- Both merit and need count — high achievers from low-income families are exactly who this is built for.
Who is eligible?
- Punjab domicile (this is non-negotiable).
- Enrolled in a recognized college or university.
- Strong academic record — merit thresholds are announced with each cycle; higher marks mean better chances.
- Family income criteria apply (need-based component) — keep income proof documents ready.
An honest note: “100% tuition for 30,000 students” sounds like everyone gets it. They don’t — it’s competitive. Apply early in the cycle, keep your documents clean, and don’t wait for the last date when the portal slows to a crawl.
How to apply online
- Go to the official portal: honhaarscholarship.punjabhec.gov.pk (Punjab Higher Education Commission). This is the only real application site.
- Create your account with your CNIC and a working mobile number.
- Fill in your academic details exactly as they appear on your certificates — mismatches are the #1 reason applications get rejected.
- Upload clear scans of: CNIC/B-Form, domicile, last result card/transcript, income proof, and a recent photograph.
- Submit before the announced last date, and save/screenshot your application number.
Documents checklist (keep these ready)
- CNIC or B-Form
- Punjab domicile certificate
- Latest result card / transcript
- Father/guardian income proof (salary slip or affidavit)
- Recent passport-size photograph
- University/college admission proof
Stay safe
Every admission season, fake “Honhaar scholarship agents” appear on Facebook and WhatsApp promising guaranteed selection for a fee. The scholarship has no agents, no fees, and no shortcuts — anyone asking for money in its name is scamming you.
