CM Punjab Solar Scheme 2026: Free Solar Panels, 8800 SMS & Eligibility

What is the CM E-Bike Scheme?

The Chief Minister’s E-Bike Scheme is a Government of Punjab initiative, delivered through the Transport & Mass Transit Department in partnership with the Bank of Punjab (financing) and the Punjab Information Technology Board (computerized balloting). It helps eligible Punjab students get an electric motorcycle or scooty on an interest-free installment plan, rather than students paying market price upfront.

Chief Minister Maryam Nawaz chaired a review meeting on 2 September 2026 and announced a significantly larger and more generous phase: over 125,000 e-bikes, with students paying zero down payment and roughly Rs. 3,000 a month, while the province covers the interest and insurance. Applications opened online on 4 September 2026.

Earlier phases of this scheme (2025 and early 2026) required an upfront down payment, so if you saw older information describing a required down payment, that’s now outdated for the new application window students applying now should confirm current terms directly on the portal, since final published guidelines can add detail the initial announcement didn’t cover.

Electricity bills have become the second rent for many Punjab households. The CM Solar Scheme offers something remarkable: free solar panels for qualifying households. But before you get excited, do the one check that decides everything — look at your electricity bill first. The 0–200 units rule is the entire game.

The eligibility filter: check your bill first

The scheme targets households consuming 0–200 units per month. That’s the filter, and it’s strict:

  • Pull out your last few electricity bills (WAPDA/DISCO).
  • If your monthly usage is consistently at or below 200 units, you’re in the eligible band.
  • Above 200 units? You’re outside this scheme’s scope — don’t waste time applying; look at the net-metering options your DISCO offers instead.

Most guides bury this. We put it first because it saves 80% of readers from a pointless application.

What you get

  • Free solar panel system for eligible households (system size matched to the consumption band).
  • Installed through the government’s designated program — not a cash handout.

How to apply — the 8800 SMS method

  1. From your registered mobile number, send your details via SMS to 8800 as instructed in the official announcement (typically your CNIC and electricity reference/meter number).
  2. You’ll receive a confirmation of your eligibility status.
  3. Follow the verification steps — this usually involves confirming your meter record with the DISCO.

Warning: only trust the 8800 shortcode from official announcements. Fake solar-scheme SMS numbers circulate asking for “installation fees” — the scheme is free; any fee demand is a scam.

Common mistakes

  • Applying with 300+ unit bills: automatic rejection. Check the bill first.
  • Rented house: the connection/meter should generally be in the applicant’s name or with landlord consent — check the scheme’s terms on the portal.
  • Paying “agents”: registration is free via SMS. No agent needed.
