Punjab Minority Card 2026: Rs 10,500, 1040 SMS Registration & Eligibility

What is the CM E-Bike Scheme?

The Chief Minister’s E-Bike Scheme is a Government of Punjab initiative, delivered through the Transport & Mass Transit Department in partnership with the Bank of Punjab (financing) and the Punjab Information Technology Board (computerized balloting). It helps eligible Punjab students get an electric motorcycle or scooty on an interest-free installment plan, rather than students paying market price upfront.

Chief Minister Maryam Nawaz chaired a review meeting on 2 September 2026 and announced a significantly larger and more generous phase: over 125,000 e-bikes, with students paying zero down payment and roughly Rs. 3,000 a month, while the province covers the interest and insurance. Applications opened online on 4 September 2026.

Earlier phases of this scheme (2025 and early 2026) required an upfront down payment, so if you saw older information describing a required down payment, that’s now outdated for the new application window students applying now should confirm current terms directly on the portal, since final published guidelines can add detail the initial announcement didn’t cover.

We explain the scheme in plain language. Registration is handled only through official government channels listed below. We never collect CNICs, payments, or credentials.

Punjab’s minority communities — Christians, Hindus, Sikhs, and others — often hear about welfare schemes last. The Minority Card is built specifically for them: Rs 10,500 in financial assistance for deserving minority families. Registration is refreshingly simple — it’s an SMS, not a form. Here’s the whole process.

What you get

  • Rs 10,500 financial assistance for deserving minority families.
  • Distributed through official government channels.

Who is eligible?

  • Member of a recognized religious minority community in Punjab.
  • Punjab domicile, valid CNIC.
  • Deserving/low-income household (need-based assessment).

How to register — SMS to 1040

  1. From your registered mobile number (SIM in your own CNIC’s name), send your details via SMS to 1040 as per the official announcement.
  2. You’ll receive a confirmation message about your registration status.
  3. Follow any verification steps communicated through official channels.

SIM rule (same as every SMS scheme): the number must be registered against your own CNIC, or the SMS won’t be accepted. This is the #1 silent failure — check your SIM registration before you message.

After registration

Eligible families are notified through official SMS/calls. Assistance is disbursed through designated channels — collection is in person with your original CNIC. Nobody legitimate will ask for your OTP, PIN, or “processing fee” on a phone call.

Stay safe

Minority communities are specifically targeted by scammers pretending to be “minority welfare officers.” Real officers never collect money or ask for bank details over the phone. Registration is free; disbursement is free.
