Livestock Card Punjab 2026: Rs 540,000 Interest-Free Loan, Eligibility & Apply Online

What is the CM E-Bike Scheme?

The Chief Minister’s E-Bike Scheme is a Government of Punjab initiative, delivered through the Transport & Mass Transit Department in partnership with the Bank of Punjab (financing) and the Punjab Information Technology Board (computerized balloting). It helps eligible Punjab students get an electric motorcycle or scooty on an interest-free installment plan, rather than students paying market price upfront.

Chief Minister Maryam Nawaz chaired a review meeting on 2 September 2026 and announced a significantly larger and more generous phase: over 125,000 e-bikes, with students paying zero down payment and roughly Rs. 3,000 a month, while the province covers the interest and insurance. Applications opened online on 4 September 2026.

Earlier phases of this scheme (2025 and early 2026) required an upfront down payment, so if you saw older information describing a required down payment, that’s now outdated for the new application window students applying now should confirm current terms directly on the portal, since final published guidelines can add detail the initial announcement didn’t cover.

The Kisan Card gets all the attention, but Punjab’s livestock farmers have their own, bigger card — the Livestock Card offers up to Rs 540,000 interest-free for dairy and poultry farmers. Feed, medicine, shed repairs, expanding your herd — this is working capital without the moneylender. Here’s how to get it.

What you get

  • Up to Rs 540,000 interest-free for livestock farming needs.
  • Usable for animal feed (wanda), veterinary medicine, vaccinations, shed maintenance, and herd expansion.
  • Issued as a card usable at registered dealers — same model as the Kisan Card, scaled for livestock.

Who is eligible?

  • Dairy or poultry farmer in Punjab with a verifiable livestock operation.
  • Punjab domicile, valid CNIC.
  • Registered with the Livestock Department’s system (your animals/farm should be on record — if the department has never heard of your farm, register it first).

The registration trap: many small farmers keep buffaloes but have never registered with the Livestock Department. No registration = no card. Visit your tehsil livestock office and get your farm on the books before applying.

How to apply

  1. Make sure your farm/livestock is registered with the Livestock Department.
  2. Go to the official portal: plc.punjab.gov.pk. Only this site.
  3. Register with your CNIC and mobile number.
  4. Enter your livestock details — number and type of animals, farm location.
  5. Submit and save your tracking number.

Use the money wisely

  • Feed first: the biggest return on a livestock loan is consistent, quality feed — underfed animals don’t produce.
  • Vaccinate on schedule: one disease outbreak wipes out more than the loan’s worth. The card covers veterinary costs — use that.
  • Don’t divert it: using a livestock loan for a wedding or a motorcycle is how farmers end up in the defaulter lists that block every future scheme.

Stay safe

Livestock loans attract middlemen who “help with the file” for a cut. The application is free and straightforward. Anyone asking for a percentage of your loan is stealing from you.
