E-Bike Scheme for Female Students: Pink Scooty, Quota and What to Know

What is the CM E-Bike Scheme?

The Chief Minister’s E-Bike Scheme is a Government of Punjab initiative, delivered through the Transport & Mass Transit Department in partnership with the Bank of Punjab (financing) and the Punjab Information Technology Board (computerized balloting). It helps eligible Punjab students get an electric motorcycle or scooty on an interest-free installment plan, rather than students paying market price upfront.

Chief Minister Maryam Nawaz chaired a review meeting on 2 September 2026 and announced a significantly larger and more generous phase: over 125,000 e-bikes, with students paying zero down payment and roughly Rs. 3,000 a month, while the province covers the interest and insurance. Applications opened online on 4 September 2026.

Earlier phases of this scheme (2025 and early 2026) required an upfront down payment, so if you saw older information describing a required down payment, that’s now outdated for the new application window students applying now should confirm current terms directly on the portal, since final published guidelines can add detail the initial announcement didn’t cover.

Female students are not just included in the CM Punjab E-Bike Scheme — the scheme was partly designed around them. From Phase 2 onward, scooties were added with a dedicated quota for women, in a distinct pink colour.

Are Female Students Eligible?

Yes — fully. Female students at public and private colleges and universities across Punjab can apply:

  • regular enrolled student (not distance learning);
  • 16 years or older;
  • valid driving licence, learner’s permit, or juvenile driving permit;
  • Punjab domicile;
  • a guarantor (parent or legal guardian) with valid CNIC and proof of income.

There is no exemption from the licence requirement for female applicants — get the learner’s permit first; it is the fastest document to obtain.

The Pink Scooty and the Female Quota

The scheme reserves a dedicated share for women — around 25% reserved for women, with equal male/female quotas at divisional level. Female applicants compete within their own quota, which improves the odds. Scooties for female students come in pink; male students get matte black. Same vehicle, subsidy, and installment terms.

Do Female Students Pay Less?

Conflicting claims exist online. Recent reporting tied to Phase 2’s launch says all selected students pay the same — roughly Rs109,000 over 36 months (about Rs3,028/month) after the Rs90,000 subsidy, no down payment. Check your own cost on the official portal dashboard after applying.

Free Scooter Training for Women

The government set up free scooter training centres in Lahore (Liberty Khidmat Markaz, Greater Iqbal Park, Traffic Police Lines Manawan, and others). Bring your CNIC.

Documents Checklist for Female Applicants

  1. CNIC (front and back) — or Form-B if under 18.
  2. Learner’s permit or driving licence (valid, not expiring before delivery).
  3. Student ID + enrollment certificate.
  4. Punjab domicile.
  5. Passport-size photograph.
  6. Guarantor details — parent/guardian CNIC + income proof.

Critical: the mobile number on the application must be registered in your guarantor’s name, not yours.

Safety and Practical Tips

Helmet is free with the scheme — wear it. One full charge covers roughly 50-70 km. Registration, insurance, and token tax are paid by the Punjab government — do not pay anyone who claims otherwise. Apply only through the official portal (bikes.punjab.gov.pk); beware fake portals.

Frequently Asked Questions

Can a female student apply without a guarantor? No — every applicant needs one.

Is the pink scooty optional? Colour is assigned by category, not a choice.

I am 16, can I apply? Yes — official portal sets minimum age at 16 with a juvenile driving permit.

What if my application is rejected? Most rejections come from blurry documents, wrong mobile-number registration, or licence issues — see our mistakes-correction guide.
