Kisan Card Punjab 2026: Registration via 8070, Benefits & Eligibility

What is the CM E-Bike Scheme?

The Chief Minister’s E-Bike Scheme is a Government of Punjab initiative, delivered through the Transport & Mass Transit Department in partnership with the Bank of Punjab (financing) and the Punjab Information Technology Board (computerized balloting). It helps eligible Punjab students get an electric motorcycle or scooty on an interest-free installment plan, rather than students paying market price upfront.

Chief Minister Maryam Nawaz chaired a review meeting on 2 September 2026 and announced a significantly larger and more generous phase: over 125,000 e-bikes, with students paying zero down payment and roughly Rs. 3,000 a month, while the province covers the interest and insurance. Applications opened online on 4 September 2026.

Earlier phases of this scheme (2025 and early 2026) required an upfront down payment, so if you saw older information describing a required down payment, that’s now outdated for the new application window students applying now should confirm current terms directly on the portal, since final published guidelines can add detail the initial announcement didn’t cover.

If you’re a farmer in Punjab, the Kisan Card is probably the single most useful thing the government has put in your pocket in years — up to Rs 150,000 interest-free per crop season for seeds, fertilizer, and diesel. No bank visits, no paperwork mountains. Here’s how it actually works, who qualifies, and how to get one.

What the Kisan Card gives you

  • Up to Rs 150,000 interest-free loan per crop season — usable for agricultural inputs (seed, fertilizer, pesticide, diesel).
  • Issued through the Bank of Punjab as a debit-style card accepted at registered dealers.
  • The subsidy/incentive structure is announced per season by the Agriculture Department — check agripunjab.gov.pk for the current season’s terms.

Who is eligible?

  • Punjab domicile with agricultural land between 1 and 12.5 acres (land record verified).
  • Valid CNIC.
  • Registered in the PSER (Punjab Socio-Economic Registry) — if you haven’t done the PSER survey yet, do that first; it’s becoming the gateway for nearly every Punjab scheme.

How to register — the 8070 SMS method

The simplest route, and the one most farmers actually use:

  1. From your registered mobile number (the SIM should be in your own name/CNIC), type your CNIC number.
  2. Send it via SMS to 8070.
  3. You’ll get a reply about your eligibility status.
  4. If eligible, follow the instructions to complete registration — this usually involves visiting the nearest agriculture office or Bank of Punjab branch for biometric verification and card issuance.

Important: the SIM must be registered against your own CNIC, or the SMS won’t be accepted. This trips up a lot of people — if your number is in someone else’s name, get that sorted first.

Common problems (and fixes)

  • “Not eligible” reply: usually a land-record mismatch. Check your fard/record at the local land record authority — the acreage in the system must be between 1 and 12.5.
  • No reply from 8070: network congestion during peak season; try early morning. Never pay an “agent” to register you — registration is free.
  • Card issued but not working at dealer: the dealer must be registered with the program. Ask for the registered-dealer list at your tehsil agriculture office.
