PSER Punjab 2026: Registration, Why It Matters & How to Register Online

What is the CM E-Bike Scheme?

The Chief Minister’s E-Bike Scheme is a Government of Punjab initiative, delivered through the Transport & Mass Transit Department in partnership with the Bank of Punjab (financing) and the Punjab Information Technology Board (computerized balloting). It helps eligible Punjab students get an electric motorcycle or scooty on an interest-free installment plan, rather than students paying market price upfront.

Chief Minister Maryam Nawaz chaired a review meeting on 2 September 2026 and announced a significantly larger and more generous phase: over 125,000 e-bikes, with students paying zero down payment and roughly Rs. 3,000 a month, while the province covers the interest and insurance. Applications opened online on 4 September 2026.

Earlier phases of this scheme (2025 and early 2026) required an upfront down payment, so if you saw older information describing a required down payment, that’s now outdated for the new application window students applying now should confirm current terms directly on the portal, since final published guidelines can add detail the initial announcement didn’t cover.

We explain the registry in plain language. Registration happens only on the official portal below. We never collect CNICs, household data, or credentials.

Here’s something most Punjab scheme guides won’t tell you upfront: half the schemes on our list share one front door — PSER. The Punjab Socio-Economic Registry is the master survey the government uses to decide who qualifies for the Ration Card, Himmat Card, and most other welfare programs. If your family’s data isn’t in PSER, you effectively don’t exist in the system. This guide explains what it is and how to get registered.

What PSER actually is

PSER is a province-wide household database — income, family size, assets, housing conditions. Instead of every scheme running its own survey, the government built one registry and lets schemes draw eligibility from it. One survey, many schemes. That’s the idea, and it’s genuinely smart.

Why it matters more than any single scheme

  • Ration Card: eligibility assessed from PSER data.
  • Himmat Card, Minority Card, Rehmat Card: PSER registration expected/required.
  • Future schemes: new welfare programs will almost certainly use PSER as the starting point.

Translation: even if you only want one scheme today, registering in PSER future-proofs you for all of them.

How to register

  1. Go to the official portal: pser.punjab.gov.pk. Only this site.
  2. Register with the household head’s CNIC and a working mobile number.
  3. Complete the household survey honestly — income, family members, assets, housing. False data can disqualify you from schemes later.
  4. Submit and keep your registration/reference number safe.

Get it right the first time

  • List every family member — missing members skew your household profile.
  • Report income truthfully — underreporting to “look poorer” backfires when cross-checked; overreporting disqualifies you from need-based schemes.
  • Update when things change — a death, a birth, a job loss. Stale data means wrong eligibility decisions.

Stay safe

PSER data is sensitive — it’s your household’s full profile. Never share it with “agents” offering to register you. Registration is free and takes a few minutes on the official portal. Anyone collecting PSER data informally is either scamming you or building a marketing list.
